Siedlungsstrukturell differenzierte Kosten der Straßenbefahrung
Ausgehend von einer flächen- und straßenscharfen Differenzierung des Untersuchungsraumes Stadtgebiet Kassel in die fünf Siedlungstypen Urban, Semiurban, Dispers, Gewerbe und Außerorts werden relevante Standorteigenschaften wie die Anzahl von Einwohnern und Arbeitsplätzen zugewiesen. Zusätzlich erfolgt die Quantifizierung der Fahrleistungen in den Straßen differenziert für die Straßentypen Nebenstraße, zwei- bzw. vierspurige Hauptverkehrsstraße und Autobahn. Für die fünf Siedlungstypen sind bezogen auf die gefahrenen Kfz-Kilometer in einer getrennten Betrachtung einerseits der Infrastrukturkosten und andererseits der Unfall-, Stau- und Umweltkosten deutliche wahrnehmbare Unterschiede zu konstatieren. Bei den Infrastrukturkosten wurden in beiden Varianten der Zinskalkulation höchste Kosten im Siedlungstyp Dispers und Unterschiede um den Faktor 2 zwischen Dispers und Urban ermittelt. Bei den Unfall-, Stau- und Umweltkosten wurden für Urban nahezu zweifach höhere Kosten gegenüber Dispers verzeichnet. In der Summe heben sich die festgestellten Unterschiede zwischen Urban und Dispers nahezu auf. Im Vergleich des Erschließungsaufwandes ist wenig überraschend im Siedlungstyp Urban die geringste Straßenfläche pro Einwohner-Arbeitsplatz vorzufinden. Eine geringe Zunahme der Straßenfläche in Semiurban gegenüber Urban, eine Verdoppelung in Gewerbe und eine Verdreifachung in Dispers bestätigen die Erwartungen. Kostenvorteile urbaner Strukturen gegenüber dispersen Siedlungen treten auf, sofern die Infrastrukturkosten den Standorten und die Unfall-, Stau- und Umweltkosten den einzelnen Fahrten zugewiesen werden. In Kassel liegen diese Kostenvorteile jeweils nahe dem Faktor Zwei. Würde eine Stärkung der Urbanität angestrebt, stellen diese Ergebnisse immerhin eine ökonomische Begründung dar. Die singuläre Anlastung der Kosten der Straßenbefahrung mit Kraftfahrzeugen wird dafür jedoch kaum ausreichen. Vielmehr wären abgestimmte Maßnahmen mit analoger Zielrichtung notwendig, um die Zwänge autoaffiner Lebensstile zu mindern. In der für Stadtstraßennetze exemplarischen Detaillierung optimieren die vorliegenden Erkenntnisse die Kostentransparenz. Ihre Übertragung in Instrumente wäre ein wirkungsvoller Beitrag zur Nachhaltigkeit und Effizienz von Raum und Transport.
