Decision Support for Flood Risk Management at the Yangtze River by GIS/RS-Based Flood Damage Estimation
Floods in the Yangtze river catchment caused historical highest losses in the 1990s. Nevertheless, required data and facts for an integrated planning of sustainable flood control measures are not existent. Flood diversion areas (FDAs) along the Yangtze river have always been important flood control measures. Today there is a lack of knowledge about potential flood damages in these FDAs due to major settlement and agricultural areas that have developed in the last decades. The use of the major FDAs along the main channel of the Yangtze river is heavily discussed due to the different land use today. But their operability is important to counteract rising flood risks. Therefore, a new approach for flood damage estimation at the Yangtze river is introduced in the book. This approach with its modules is based on Geographical Information Systems (GIS) and Remote Sensing (RS) techniques. GIS and RS are the tools and platforms of the essential applications for the first flood damage estimation in FDAs at the Yangtze river. With this flood damage information, decision support for flood risk management at the Yangtze river is provided. Honghu FDA is chosen as a test area for the assessment of climatic and anthropogenic induced flood risks and for flood damage estimation. It is the biggest of the designated FDAs at the Yangtze river and located between the mouth of Dongting lake and Wuhan city at the northern bank of the Yangtze river in Hubei province. The structure of the book is based on the different analyses and modules. A comprehensive analysis of flood risks, their aggravation by climatic change and human impacts as well as actual strategies for countermeasures are discussed in the analytical part of the book. The natural and economical region of Honghu floodplain, Honghu County, and Honghu FDA is then introduced. With an exposition analysis, areas that are exposed to floods are detected by a satellite image based land use classification. As part of the risk identification module, waterstages of a flooding scenario for East Honghu FDA are estimated and potential damages caused 6d1by this flooding scenario are calculated by a waterstage-damage analysis. Finally, decision support for flood risk management is provided and adequate measures for the handling of flood risks at the Yangtze river are developed.

Nach rund 13 Jahren legt das Deutsche Institut für Japanstudien erneut ein Jahrbuch mit einem geographischen Schwerpunktthema vor. Als im Jahr 1993 - unter Mitwirkung eines der jetzigen Herausgeber - für den dann 1995 erschienenen Band 6 der Japanstudien die Wahl auf das Thema "Raum" fiel, geschah dies noch in gewissermaßen dekonstruierender Absicht. Es ging darum zu zeigen, dass Japan nicht nur in gesellschaftlicher, sondern auch in regionaler Hinsicht keineswegs das einzigartig homogene Land ist, als das es seinerzeit vor allem in journalistischen, bestenfalls populärwissenschaftlichen Traktaten, aber vereinzelt selbst in wissenschaftlichen Publikationen beschrieben wurde. Das Aufzeigen praktisch jeder Art von regionalen Unterschieden war hierzu willkommen. Heute würde man mit einer solchen Absicht wohl offene Türen einrennen, denn insbesondere in Japan selbst hat sich das Japanbild entscheidend gewandelt. Statt Homogenität beherrscht der Begriff der Differenz (kakusa) die gesellschaftliche Debatte. Differenzen zwischen verschiedenen Regionen werden in der deutschen geographischen Fachsprache im Allgemeinen als "Disparitäten" bezeichnet; damit sind vor allem ungleiche Lebensbedingungen und ungleiche wirtschaftliche Entwicklungsmöglichkeiten von Räumen gemeint. Im vorliegenden Band 20 der Japanstudien, der dem Schwerpunktthema "Regionalentwicklung und regionale Disparitäten" gewidmet ist, soll es somit nicht mehr um beliebige regionale Unterschiede gehen, sondern vorrangig um solche Differenzen, die als problematisch anzusehen sind.

Noch heute gibt es in Deutschland Bevölkerungsgruppen, die auf dem Wohnungsmarkt benachteiligt sind. Auch für Studierende ist das Angebot an günstigem Wohnraum knapp und ihre Wohnverhältnisse sind häufig problembehaftet. Doch die studentische Wohnsituation ist Bestandteil des Images einer Universitätsstadt, welches entscheidenden Einfluss auf die Wahl des Studienorts ausübt. Da Studierende in vielen Städten die Wirtschaft beleben, Arbeitsplätze sichern und somit für die Stadtentwicklung von zentraler Bedeutung sind, ergibt sich die Notwendigkeit, dem lang vernachlässigten studentischen Wohnen neue Aufmerksamkeit zukommen zu lassen. Erst dadurch können aktuelle Probleme identifiziert und attraktivitätssteigernde Maßnahmen eingeleitet werden, um Studierwillige verstärkt anzuziehen. Daher ist es das Ziel der vorliegenden Untersuchung, am Beispiel der Universitätsstadt Gießen Einsicht in die Wohnsituation der Studierenden und ihre Zufriedenheit mit dem Zustand der Unterkünfte zu erlangen und schließlich zu prüfen, mit welchen Umständen eine geringere oder höhere Zufriedenheit mit dem Zustand der Unterkünfte einhergeht. Dazu wurde eine weitgehend standardisierte Online-Befragung mit Studierenden der Justus-Liebig-Universität Gießen durchgeführt, aus der 962 Bögen hervorgingen. Viele der befragten Studierenden wohnen wegen des begrenzten und oft zu teuren Wohnraumangebots nicht in ihrer präferierten Wohnform und nicht am gewünschten Wohnort. Mit dem Mietpreis sind sie unzufriedener als mit der Wohnsituation allgemein, die Zufriedenheit mit dem Zustand der Unterkünfte schneidet noch schlechter ab. Mittels verschiedener statistischer Analysen wurde geprüft, ob zwischen der Zufriedenheit mit dem Zustand und weiteren, die Wohnsituation und die Studierenden selbst betreffenden Variablen Zusammenhänge bestehen. Es wurden beispielsweise derb84 Mietpreis, die Bewohnerzahl, das Geschlecht sowie das Engagement der Mieter und Vermieter untersucht. Weiterhin wurden einige Thesen überprüft: Die Thesen, dass die Studierenden mit zunehmender Erfahrung und Entfernung zum Zentrum der Stadt zufriedener mit dem Zustand ihrer Unterkünfte sind, dass die Zufriedenheit mit dem Zustand im Vergleich zu anderen Wohnformen in Wohngemeinschaften geringer ist und dass sich sowohl das Engagement der Mieter als auch der Vermieter auf den Zustand der Unterkünfte und somit die Zufriedenheit der Studierenden damit auswirkt. Eine kostengünstige und einfach durchzuführende Maßnahme zur Verbesserung der studentischen Wohnsituation stellt die Aufklärung der Studierenden über ihre Rechte als Mieter dar. Diese könnte im Rahmen der bereits üblichen Aushändigung von Begrüßungsmaterialien zur Einschreibung stattfinden und würde dazu beitragen, dass Studierende im Falle eines Mietmangels, z.B. mit Hilfe einer berechtigten Mietminderung, eine Beseitigung des Problems durch den Vermieter beschleunigen. Damit wäre eine effektive Möglichkeit gefunden, die Instandhaltung von Wohnräumen auch dort zu forcieren, wo ein Überangebot an jungen Mietern und die Knappheit des Angebots an Wohnraum dazu beitragen, dass auch Wohnungen mit erheblichen Mängeln gewinnbringend vermietet werden können und letztlich dem Image von Hochschule und Hochschulregion schaden.

Impacts of 'Basic' Thermal Insulation in Residential Buildings on Fuel Wood Demand and Primary Forests
Despite harsh climate conditions, the majority of residential buildings in the extreme south of Chile lack suitable thermal insulation. Thus, energy consumption for space heati11d7ng is high, and buildings are frequently characterized by uncomfortable and unhealthy indoor environments. Fuel wood plays a fundamental role as combustible for heating in southern Chile, and fuel wood extraction often causes or contributes to the degradation of local primary forests. Thus, there is a conflict between the protection of the diversity and integrity of Patagonian forest ecosystems and the use of wood as a locally available resource for space heating. The principal aim of this study is to analyze whether this conflict could be reduced with ‘basic’ thermal insulation in residential buildings on Navarino Island. The thesis contains two related parts: First, the testing of several hypotheses regarding the impact of ‘basic’ thermal insulation on the fuel wood demand of Navarino residential buildings. Second, a set of wider observations that contribute to additional related research questions. The key hypotheses argue that it is possible to identify profitable thermal insulation measures for Navarino Island residential buildings, and that with these ‘basic’ measures more than 30 % fuel wood savings can be achieved per building. If higher fuel wood demand reductions are to be reached, I hypothesize that considerable financial means are necessary. In order to test the hypotheses, indoor temperature and humidity measurements were conducted, and possible fuel wood savings and profitability of ‘basic’ thermal insulation measures are calculated. In addition, local inhabitant perceptions of thermal building quality and comfort and their willingness to invest into building retrofits are examined. To answer further research questions, this study is set into the context of the Environmental Kuznets Curve for deforestation, and discussed in relation to general considerations about energy efficiency, fuel poverty, and the rebound effect. The results of my research clearly show that the majority of Navarino civil residential buildings is insufficiently insulated. Despite high fuel wood consumption, indoor temperatures are low and indoor humidity is high. Navarino inhabitants perceive this living environment as uncomfortable; however, investments into thermal building insulation are not their priority. Thus, subsidies are required for speeding up the implementation of thermal building retrofits on Navarino Island. Depending on underlying assumptions, up to 45 % fuel wood savings per building are possible due to ‘basic’ thermal insulation measures. However, a considerable proportion of potential energy savings is expected to be offset by the rebound effect (e. g. due to the increase of indoor temperatures). Hence, ‘basic’ thermal building retrofits can lead to the increase of energy services, improve inhabitant health and well-being, and moderately reduce the fuel wood demand. For the achievement of higher fuel wood savings, far more complex energy efficiency measures and consumer education and information are necessary.

The long and outstanding history has led to a lively and vivid presence. Now contemporary methods for depicting the earth and its cultural and natural attributes are used. This book focuses on the contemporary activities in all major realms of cartography in Central and Eastern Europe. It covers aspects of theoretical, topographical, thematic and multimedia cartography, which have been presented at the frst Symposium on Cartography for Central and Eastern Europe, which took place from February 16th to 17th, 2009 in Vienna, Austria and was organized by the International Cartographic Association (ICA) and the Vienna University of Technology. The symposium’s aim was to bring together cartographers, GI scientists and those working in related disciplines from CEE with the goal of offering a platform for discussion and exchange and stimulation of joined projects. About 130 scientists from 19 countries followed the invitation and visited Vienna, Austria. A selection of fully reviewed contributions is edited in this book and is meant as a mirror of the wide range of activities in the realm of cartography in this region. The innovative and contemporary character of these topics has lead to a great variety of interdis- plinary contributions.
