In 2003, UN Secretary-General Annan appealed to the international community to reform the United Nations system. A high-level panel was established to elaborate proposals, which shall be presented to the General Assembly in 2005. In this context, French President Chirac called for establishing a new United Nations Environment Organization (UNEO), to evolve from the UN Environment Programme (UNEP). France set up a working group on this issue, consisting of 26 countries and the EU Commission, and including both supporters and critics of the initiative. The aim is to work out a concept for a UNEO by 2005. In parallel, continued efforts are made to strengthen UNEP. Reform aims at enhancing its financial basis, expanding the membership of the UNEP Governing Council to all UN Member States and increasing the activities in the fields of science and capacity building. Das Thema der externen Demokratieförderung durch die EU steht zur Zeit ganz oben auf der politischen Agenda, ist aber durch die Wissenschaft bisher kaum systematisch analysiert worden. Im Rahmen ihrer Außenpolitik exportiert die EU ihr Modell legitimen demokratischen Regierens in Drittstaaten und agiert dort als externer Demokratisierer. Dabei orientiert sich die EU an den Werten der Demokratie, der Menschenrechte, der Rechtsstaatlichkeit und des »guten Regierens« (good governance), die sie in allen bi- und multilateralen Verträgen mit Drittstaaten einfordert. Mit unterschiedlichen Instrumenten und Strategien versucht sie, diese Werte in den Drittstaaten auch praktisch durchzusetzen, wobei empirische Studien belegen, dass dabei sehr unterschiedlich vorgegangen wird. Warum entscheidet sich die EU in einigen Ländern für eine Anwendung eher negativer Instrumente, wie etwa Sanktionen, Isolation oder die Unterstützung von Dissidenten, während sie in anderen Ländern lediglich demokratische Standards anmahnt und sich mit der Pflege eines politischen Dialogs begnügt? Dieser spannenden Frage geht der vorliegende Band empirisch vergleichend nach. Dabei ist es erstmals gelungen, die stark fragmentierte Forschungslandschaft der Regionalspezialisten und Integrationsforscher in einer theoriegeleiteten Diskussion der EU Demokratisierungspolitik zu vereinen. Der Band stößt damit in eine Forschungslücke, indem mögliche Erklärungen für die Strategie- und Instrumentenwahl der europäischen externen Demokratisierungspolitik in unterschiedlichen Staaten diskutiert werden.

Die politischen Umwälzungen des sogenannten „Arabischen Frühlings“ des Frühjahrs 2011 werfen Fragen nach der sozialen, wirtschaftlichen und politischen Zukunft der arabischen Welt auf, und wie sich diese auf die Menschen in Europa auswirkt. Um diese Fragen ansatzweise beantworten zu können, ist ein Blick auf die arabisch-islamische Geschichte und die historischen Beziehungen zwischen Europäern und Arabern unumgänglich. Dazu wird ein weiter Bogen gespannt – zwischen einigen zentralen Ereignissen, die zu Beginn des letzten Jahrhunderts zur Entstehung des modernen Nahen Ostens in sozialer und politischer Hinsicht führten, bis hin zur Maghreb-Politik der europäischen Akteure der letzten Jahre und zu dem Beginn und Verlauf der Revolution im Ägypten des Jahres 2011. Im Fokus dieser Abhandlung steht dabei stets die ägyptische Muslimbruderschaft als kontroverser Akteur im bevölkerungsreichsten arabischen Staat. Die europäische Außenpolitik wird in Zukunft für die Beziehungen zwischen Europäern und Arabern von immer größerer Bedeutung sein. Die geschichtsträchtige Muslimbruderschaft wiederum symbolisiert all das, was Europäer im Hinblick auf die arabische Welt fasziniert, aber auch skeptisch werden lässt: Die Organisation ist politisch, aber ist sie auch demokratisch? Sie ist islamistisch, aber bedeutet das, sie ist extremistisch? Sind die Muslimbrüder „moderate Islamisten“?

Based on the acclaimed and long standing course at the University of Oklahoma, the book is distinct in its approach to the subject matter in that it is written specifically for readers in meteorology and climatology and uses a mix of theory and application to real data sets.

Tucker, PhD, MPH, is Professor and Chair of the Department of Health Behavior in the School of Public Health at the University of Alabama at Birmingham (UAB) and directs the UAB Addictive Behaviors and Health Studies group. She earned a doctorate in clinical psychology in 1979 (Vanderbilt University) and an MPH in health care organization and policy in 1998 (UAB). Dr. Tucker's research interests include the behavioral economics of substance misuse, help-seeking, and behavior change, including how positive change occurs with and without clinical treatment. Dr. Tucker has authored or coauthored numerous journal articles and book chapters and has been a coeditor of two books, including Changing Additive Behavior: Bridging Clinical and Public Health Strategies (1999). She is a past president of the Division on Addictions (50) of the American Psychological Association (APA), a past member and chair of the APA Board of Professional Affairs, and a four-term APA Council of Representatives member. Diane M. Grimley, PhD, is Professor in the Department of Health Behavior in the School of Public Health at the University of Alabama at Birmingham. She earned a doctorate in health psychology in 1994 (University of Rhode Island). Dr. Grimley's research interests include STD/HIV and other reproductive health issues, multiple health risk behaviors, and theory-based, technology-delivered behavioral interventions.
